How to make wheels for a homemade car?

In science we are making a car out of scrap materials. So far I have a piece of cardboard. It has 2 straws on the top taped to balloons (it has to be balloon powered) and I taped 2 kabob sticks to the bottom with wheels made out of bottle caps. I power drilled holes in each cap but I think they are too big because they keep wobbling and won't stay firmly in place while still turning to function. What should I do? Is there something I can do to improve those wheels or should I start over? BTW, the car has to travel 10m if I want a 100. Thanks! xoxo.

1. make the bottle caps smoother by tapping out the ridges.
2. use any type of rubber that will fit on the kabob sticks on each side and press it slightly towards the wheels.
3. apply a thin coat of silicone or vaseline where the rubber meets the wheels.
