These are great tire covers. Then again, I'm outside Phoenix, AZ too. These covers are loose-woven cotton canvas with a wire tension backer for quick-on/off. They are NOT vinyl or vinyl-backed. When it rains, it is going to get the tire wet. They are good for a little wind-blocking, and UV blocking...but aren't going to help you a bit when it comes to rain or dust.
I got them because out here in the desert, if you don't UV block your RV tires, you will be buying tires every single year, even if you don't put a mile on them...the sun is brutal to tires! These are like sunblock for your tires...I've used them before (then again, I've used old T-shirts, too), and they work excellent...but if you are in Louisiana, or Tennessee, or South Carolina, or anywhere else you are going to get 50-70-inches of rain each year with lots of year-round humidity...they will rot in no-time, and doubtful do anything to help preserve your tires...in that case, you need VINYL COVERS. (Here...we are lucky if we get 10-inches of rain a year...during a two-week time period...rot is NOT a problem).
Bottom line: Be aware that tires dry rot because of two things - OZONE and UV in combination. You can't keep Ozone or Oxygen off your tires...so you break the 'dry rot cycle' by blocking the sun. If you are in a dry hot climate and need sun protection...BUY THEM. If you are in a rainy place...take a pass, and look for vinyl (also a good sun-block, but it won't rot like canvas does when wet).
